Jefferson County will begin to exit bankruptcy after its confirmation plan was approved by U.S. Bankruptcy Judge Thomas Bennett.

The plan adds $1.8 billion in new debt, paid for by raising sewer rates over 40 years.

The bankruptcy can be traced to an ill-fated decision to enter into a 1996 consent decree with the EPA which will continue affecting the county and its citizens until 2053, at the earliest.
