Certificate of Need (CON) laws requires healthcare providers to have explicit approval of the state prior to operating. Intended to reduce the rising cost of healthcare due to cost-based reimbursements, there is virtually no rigorous empirical evidence the program has been effective in reducing hospital or healthcare costs and some evidence suggests that CON laws increase costs.
