The annual maze of figuring out exactly how much income citizens actually owe the federal government costs individual taxpayers and businesses more than 7 billion hours annually. According to William McBride of the Tax Foundation, "it amounts to about 3.5 million people working full time for a year, or about 25 percent of the 14 million who are unemployed."
